Will Philadelphia’s experiment in eradicating ‘food deserts’ work?

Philadelphia has invested $900,000 into more than 600 corner stores, in an effort to help people make healthier eating choices. Philadelphia has the highest obesity rate and the most poor people of any big American city, and the city sees healthy corner store initiatives as one way to improve the food environment. In many ways, Philadelphia is seen as an epicenter of the efforts to improve public health by creating better access to healthy foods.

Although healthy food access projects seem to be gaining traction, research done to date on such food desert interventions has not clearly shown that access to healthy foods causes significant improvements in eating behavior or obesity rates. Government officials are carefully watching for new research to see if this strategy is a worthwhile investment. A new study being conducted in Philadelphia will have significant sway in these decisions.

Philadelphia is “conducting the largest study to date of what happens when nutritious options are introduced into neighborhoods that have traditionally gone without. It’s measuring what people bought before, what they’re eating now and whether that improves…. Temple University’s Center for Obesity Research is working with the city to study how shopping habits do, or don’t, change when healthy options are introduced. Last year, before stores added nutritious options, researchers stopped 7,000 shoppers on their way out of the store to look at their purchases. With the new foods now available, researchers are doing another 7,000 stops.”

The results of this study will be published in about a year.

Evaluation Tools from the Minneapolis Healthy Corner Store Program

The Minneapolis Department of Health and Family Support (MDHFS) developed these evaluation tools to determine the availability of healthy foods in corner stores. Based on the results from these surveys, MDHFS launched The Minneapolis Healthy Corner Store Program. See more information about the project here.

Corner Store Visual Assessment Tool.
This 7-page tool can help organizers determine the availability of healthy foods in corner stores, as well as gain information about the potential of a store to offer healthier foods in the future. Surveyors can obtain information such as: services provided by the store (i.e. do they accept EBT); types, quality, and price of healthy food sold; a physical description of the store; availability of coolers and other space for displaying healthy items; and much more.

Corner Store Owner Survey.
Organizers can use this 5-page storeowner survey to help choose corner stores for participation in a healthy corner store project. The survey includes questions to gauge a store owner’s involvement in the neighborhood and community, commitment and interest in the project goals, and to gain information about the business itself.

A Toolkit for Community Organizers and Storeowners

Delridge Healthy Corner Store Project, 2009. This extensive toolkit was created as a collaboration between a Seattle community group, a neighborhood development organization and students at the University of Washington. They developed the kit after identifying best practices from other projects around the country. It contains three parts: 1) A manual for community organizers who are coordinating a healthy corner store project; 2) A toolkit for storeowners who are taking steps to stock, market and sell healthy foods, particularly fresh produce; 3) An appendix with templates of materials community organizations can use as they develop and evaluate their project.

Healthy Snacking at the Corner Store: A Healthy Corner Store Program Curriculum for Middle School-Age Youth (Facilitator’s Guide)

DC Hunger Solutions, 2009. This is a 53-page guide to lesson plans for teaching middle school students how to eat healthy at corner stores. It includes lesson plans such as “What’s Hiding in Your Soda?” and “How to tell if a Snack or Drink is Healthy,” and comes with handouts and worksheets and pre-and post-tests to measure what students have learned. Page 51 has a list of participating stores in Washington D.C.

Healthy Corner Stores: The State of the Movement
